Can an animal companion use magic items like necklaces? Rings, belts? Which book would address this?

Yes, an animal companion may wear magic items. I forget where I found it (somewhere in the 3.5 DMG, possibly in the Pathfinder Core Rulebook), but at the beginning of the magic item section, it states that most creatures can use most magic items (with common sense prevailing in unusual circumstances).
So for an animal companion (typically a quadruped of some sort, but also possibly a flying creature), the most common magic items would probably be the following: collar (refluffed necklace), harness (refluffed vest), horseshoes (which do exist), saddle (it's own item), or bit and bridle (it's own item).
Look at the magic item section, find the body slots, and simply use logic and good judgement to determine whether other magic items would be applicable for your companion.

The game allows magic item effects to be placed on collars, saddles, etc. Companions can only use items that do not require activation.
